The withdrawal got here after the army took energy in 2020 and demanded all French troops depart Malian territory.
Since then, Mali’s army leaders have turned to Moscow for protection and financial cooperation.
And the interim authorities has postponed a constitutional referendum to re-establish democratic rule.
So, will the army transition to civilian rule? Or will it prolong its grip on energy?
